I bought Fire Emblem: Revelations(the DLC to Fire Emblem: Birthright), but at around 50% of the way through the download, it reports back Error Code 009-2916.
I looked up the error code, and there's no information on it.

My SD card has 14140 blocks and the download is only 600 blocks, so that's not the issue. I've successfully downloaded DLC for Fire Emblem: Awakening before, so it isn't an issue of the SD card being incompatible or broken.

Some more info: I'm connected to the internet through wi-fi hotspotting from my phone. The connection at no point gets interrupted.
The error code above happens universally at somewhere between 48 and 51%, without fail. I've attempted the download over 10 times.
My system is fully updated; I updated the 3DS mere minutes before submitting this, and I've done 2 system updates since I've purchased and attempted to download this DLC on 02/04.
I can provide the transaction ID and Serial# upon request. I've tried 'Verify Download status' on the eShop. I've cleared all the FE:Birthright data on my system and SD card for a fresh install. Nothing works.

My system reports that there are 3 blocks used on my SD Card for Fire Emblem: Fates but I'm hesitant to randomly clear those and I doubt they're the hangup.
